With the selling price, rental price, and rental-purchase price of social housing, the project investor is entitled to determine the price and is responsible for reporting it to the provincial housing management agency. Provincial-level People’s Committees are responsible for appraising and approving sale, lease, and lease-purchase prices; at the same time, supplement regulations on the principle of adjusting the selling, leasing, and lease-purchase prices of social housing in case of an increase or decrease in the total investment in social housing projects.

Who can buy social housing?
Beneficiaries of the social housing policy include: workers, laborers, and experts working at enterprises in industrial parks, industrial clusters, export processing zones, and high-tech parks (hereinafter collectively referred to as the “high-tech zones”) is an industrial park) and a manufacturing enterprise in an industrial park; has its own policy mechanism to develop the type of accommodation for workers to rent. According to the Ministry of Construction, to ensure the goal of social housing development by 2030, about 849,500 billion VND is needed, mainly from socialization capital. Therefore, it is necessary to focus and prioritize credit to lend to social housing projects, housing workers to ensure social security work.

1.2 million workers have housing needs

According to the Ministry of Construction, 60 localities have submitted reports related to housing development plans. Specifically, the aggregate demand for social housing for low-income people and industrial park workers of localities in the period 2021 – 2030 is about 2.4 million units; in which, in the period 2021 – 2025 about 1.24 million units, in the period 2026 – 2030 about 1.16 million units.

In which, for workers’ housing, according to the report of the Ministry of Planning and Investment and the Vietnam General Confederation of Labor, up to now, nationwide, 392 industrial parks have been established with a total natural land area of about approx. 119,900 ha; in which there are 286 industrial parks in operation with a total natural land area of about 85,200 ha and 106 industrial parks under construction with a total natural land area of about 34,700 ha. There are more than 2.7 million workers working in industrial parks, of which about 1.2 million workers have housing needs.
