The total investment of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway project through Binh Duong is VND 17,408 billion (including loan interest). The participation capital of the State is VND 8,530 billion. The project will start construction in late 2024 and be completed in 2027.
Recently, Deo Ca Group JSC has published the environmental impact assessment report (EIA) of the investment project to build the Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway, which passes through Binh Duong province under the method of public-private partnership PPP.
Accordingly, the Ho Chi Minh City – Chon Thanh section expressway under the Ho Chi Minh Road Detailed Plan has its beginning at Ring Road 3 in Ho Chi Minh City and the end point in Chon Thanh town, Binh Phuoc province.
Total project investment is VND 17,408 billion (including loan interest). The participation capital of the State is VND 8,530 billion. It is expected to undertake items including the entire cost of site clearance, supporting construction costs of about VND 246 billion. Capital mobilized from investors: VND 8,878 billion; in which 70% of bank loans, 30% of investors’ equity.
The route segment is also defined in the highway network in the road network planning period 2021 – 2030, vision to 2050 approved by the Prime Minister.
According to the Resolution dated 8/12/2023 of the People’s Council of Binh Duong province assigning the People’s Committee of Binh Duong province as the managing agency and the Consortium of Industrial Investment and Development Corporation – JSC – Technical Infrastructure Development JSC – Deo Ca Group JSC – Deo Ca Transport Infrastructure Investment JSC to complete the feasibility study report of the project and submit it to the competent authorities for approval of Ho Chi Minh City Expressway – Thu Dau Mot – Chon Thanh – passes through Binh Duong province in the form of public-private partnership.
According to the investor proposing the project, Deo Ca Group, the beginning of the route is located in the 3rd ring of Ho Chi Minh City in the territory of Thuan An City; the end point is located at the border of Binh Duong and Binh Phuoc provinces (Km52 +247 according to the project schedule). The total length of the line is nearly 46 km.
The total cleared land area of the project is about 322.5 hectares. In particular, the current status includes an area of land specializing in wet rice cultivation of 37 hectares; land in 8 hectares; garden land: 7.5 ha; land by annual planting of nearly 227 hectares; industrial park land 13.5 ha; traffic land about 14.5 hectares; public land, other land about 14 hectares; The land of rivers, streams and streams is about 1 ha. The project resettled about 375 households.
The goal of building Ho Chi Minh City – Chon Thanh expressway is the North-South expressway of Binh Duong province, Binh Phuoc (radial axis cuts through Ring Road 4, Ring Road 3, leading to Ring Road 2 of Ho Chi Minh City), connecting Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) expressway.
Therefore, this expressway plays a very important role for socio-economic development associated with strengthening security and defense of the Central Highlands and Southeast and needs to be invested soon to create development motivation and limit cost increases over time.
