Prime Minister Pham Minh Chinh agreed with the proposal of the Ministry of Transport on the plan to invest in a road connecting Binh Phuoc province with Dong Nai.
According to Official Dispatch 3266/VPCP-CN dated 9.5.2023, Prime Minister Pham Minh Chinh has accepted the proposal of the Ministry of Transport (Transport) on investing in a road connecting Binh Phuoc province with Dong Nai.
Specifically, the Prime Minister agreed to the proposal of the Ministry of Transport (document No. 4104/BGTVT-KHDT dated 24.4.2023) on the investment plan of the road connecting Binh Phuoc province with Dong Nai. At the same time, assign the Ministry of Transport to coordinate with relevant localities to soon invest in connecting roads to meet the transport needs of the Southeast region and connect with the Central Highlands, serving the socio-economic development of provinces in the region.
Regarding the investment plan of the route connecting Binh Phuoc province with Dong Nai, the Ministry of Transport said that the route has its beginning in Dong Xoai City (Binh Phuoc province), the beginning of the route coincides with the provincial road DT753 about 15 km, the last section of the route is studied in 2 directions.
Option 1 (proposed by Binh Phuoc People's Committee): Have the direction of the route to go through Ma Da bridge, to Dong Nai province, continue to follow local routes and connect with Ring Road 4 in Ho Chi Minh City in Bien Hoa city (Dong Nai province). The total length is about 76 km, of which about 31 km passes through the core area of Dong Nai Biosphere Reserve.
Option 2 (studied by the Ministry of Transport): Connecting with Dong Phu – Binh Duong road (Binh Phuoc province is investing in construction) and North Tan Uyen – Phu Dao – Bau Bang road (Binh Duong province is investing in construction), continue to build 15.5 km to connect with Ring Road 4 Ho Chi Minh City in Bac Tan Uyen District (Binh Duong province), the total length is about 71km.
The Ministry of Transport assessed that the plan researched by the Ministry has the direction of the connection route from Dong Xoai City to the 4th Ring Road in Ho Chi Minh City is very convenient, short in length, low investment budget and takes advantage of local roads that have been invested; minimize the impact on the biosphere reserve of Dong Nai province.
In order to meet the transport needs of the Southeast region and connect with the Central Highlands, serve the socio-economic development of the provinces in the region as well as soon form a route connecting Binh Phuoc province with Long Thanh International Airport, Ba Ria-Vung Tau seaport, The Ministry of Transport proposes the Prime Minister to approve the plan to connect Binh Phuoc province with Ring Road 4 in Ho Chi Minh City. HCMC does not cross Ma Da bridge as recommended by the Ministry of Transport.
In the long term, the Ministry of Transport proposes to assign Binh Phuoc People's Committee, Dong Nai Provincial People's Committee to coordinate with the Ministry of Transport to study, analyze and carefully assess the impacts to select a plan to build a road connecting Binh Phuoc and Dong Nai provinces, including the plan to cross Ma Da bridge, and at the same time plan a synchronous traffic network in the period of 2021 – 2030, Vision to 2050 as a basis for research and investment implementation.
